I use a tyre tread depth gauge to measure the depth of tread remaining on my tyres. I you havn't got a gauge, you could measure the tread depth with a match stick and a tape measure.
In England (where we spell tire as tyre) the law says tyres are illegal when the tread depth drops below 1.6mm. There should be similar laws where you live and that's how you decide when the tyre needs replacing. The Savage Owners Manual for my '93 bike says replace the front at 1.6mm and the rear at 2mm.
The rear tyre should do about 8,000 miles.
